A microinsurance farming program in which the poorest farmers pay their premium in labor rather than cash, by taking part in collective climate-adaptation work projects.

Definition

The R4 Rural Resilience Initiative is an index-based microinsurance program for smallholder farmers too poor to pay a cash premium, allowing them to pay it in labor instead, by taking part in collective climate-adaptation projects such as building agricultural terraces or water-harvesting structures, rather than going without cover for lack of cash. The mechanism addresses a structural barrier to climate microinsurance in sub-Saharan Africa: the households most exposed to drought are often those with the least available cash exactly when the premium falls due, excluding them from the conventional insurance market even where a parametric product exists. By exchanging labor for cover, the scheme turns the insurance premium into a productive investment in the village's own adaptation, which in turn reduces the future exposure the contract is meant to compensate. Jointly run by the World Food Programme and a US humanitarian organization, the program later added a cash-payment option for households with available liquidity, while keeping the labor option as an access route for the poorest.

Example

Launched in 2009 under the name HARITA in Ethiopia's Tigray region, the R4 program had more than 40,000 insured households by 2016, a substantial share of whom had paid their premium in labor on soil and water conservation projects rather than in cash.
