The Autorite de controle prudentiel et de resolution is the French authority responsible for the prudential supervision of the banking and insurance sectors, attached to the Banque de France. For insurance, it ensures compliance with solvency requirements, the protection of policyholders, the quality of governance and the risk control of the entities under its supervision. It authorises players, conducts off-site and on-site inspections, and can impose sanctions. Within the European framework, it applies the Solvency II regime and cooperates with the European authority EIOPA and other national supervisors, notably for cross-border groups. It also plays a growing role on emerging topics: integration of climate risks into supervision, framing of business practices, vigilance on anti-money-laundering. For an insurer operating in France, the ACPR is the central prudential interlocutor, whose positions and recommendations guide market practices beyond regulatory obligations alone.
The ACPR can require a French insurer to strengthen its capital or risk governance if it deviates from Solvency II requirements.
