Riots, strikes and civil commotion (SRCC)

Its 7 cross-references, woven across the glossary's 18 categories

A peril of collective violence, between ordinary crime and political risk, that the French market covers in multiperil policies and that other markets removed from their policies after costly waves of riots.

Definition

Riots, strikes and civil commotion cover protects insured property against physical damage caused by persons taking part in a riot, strike, lockout or civil commotion, as well as damage resulting from measures taken by the authorities to suppress it. It holds a pivotal place. Below it lies individual vandalism, covered by ordinary policies. Above it lie insurrection, rebellion and civil war, which policies exclude and only the political violence market accepts. The dividing line is often drawn after the fact, in light of the scale and organization of the violence. In France the cover is common in multiperil policies for businesses and households, and article L. 211-10 of the Internal Security Code also makes the state civilly liable for damage caused by gatherings or crowds, which opens a recourse for the insurer. For the underwriter, the peril has changed nature: once attritional, it now produces accumulation losses, concentrated over a few days and a few cities, which are modeled like a catastrophe.

Example

The riots of late June and early July 2023 in France led, according to the insurance federation's first estimate, to more than 11,000 claims costing about 650 million euros, concentrated over some ten nights. In Chile, after the unrest of October 2019, insurers removed the cover from their property policies and offered it separately on far more restrictive terms.
