Cyclone Reinsurance Pool (Australia, 2022)

Its 5 cross-references, woven across the glossary's 18 categories

An Australian public reinsurer that takes on cyclone and related flood risk for homes and small businesses, backed by a A$10 billion government guarantee.

Definition

In northern Australia, the cost of cyclone reinsurance made homeowners insurance unaffordable, and some households went without cover. Rather than subsidize premiums directly, the government created a reinsurance pool: insurers must cede the cyclone portion of eligible policies (homes, strata buildings, small businesses) for a premium set by the pool. The government guarantees the pool beyond its reserves, which lets it carry extreme risk without tying up the capital a private reinsurer would need a return on, and so charge less. The insurer stays the policyholder's counterpart and keeps handling claims. The risk is that lower premiums blunt the incentive to build and retrofit sturdier homes.

Example

Passed by the Australian Parliament on March 30, 2022, the pool has operated since July 1, 2022, managed by ARPC, the public body already in charge of terrorism risk, with an annually reinstated A$10 billion government guarantee; the government projected premium savings of more than A$1.5 billion over ten years.
