Estallido social (Chile, 2019)

A wave of riots that started in the Santiago metro on October 18, 2019, became one of the heaviest riot losses ever paid and pushed SRCC out of many Chilean property treaties.

Definition

On October 18, 2019, a 30 peso increase in the Santiago metro fare turned into mass fare evasion, then into fires at stations, supermarkets and corporate offices. President Sebastián Piñera declared a state of emergency that night. The unrest lasted for weeks and spread to most of the country's large cities. For the market, the estallido is an SRCC loss (strikes, riots and civil commotion) paid as an extension of property policies, by local insurers and above all by their reinsurers. Published estimates sit around 2 to 3 billion dollars insured. That puts it among the largest riot losses on record, in the same range as South Africa in 2021. The technical problem is aggregation. How many events, in the treaty sense, does a month of rioting make? The hours clause, often 72 hours for riot, forces the cedant to group its claims into windows, and each window opens a fresh retention. Reinsurers had treated SRCC as an almost free add-on to the fire cover. They reacted at the next renewal: outright exclusion in treaties, aggregate sublimits, or separate placement in the political violence market, at a price that bore no relation to the old one. An underwriter opening a Chilean policy today checks first whether riot is still in it, and under what annual limit.
