100% Health reform
The French reform requiring responsible health contracts to fully reimburse a basket of eyewear, dental prostheses and hearing aids, with no out-of-pocket cost for the insured.
The 100% Health reform defines, in three areas where patients' out-of-pocket costs were highest, baskets of equipment with capped prices that public health insurance and supplementary health cover reimburse in full. Patients may still choose equipment outside the basket, at free prices, reimbursed on usual terms. The reform works through the specifications of the responsible contract: to keep its tax and social security advantages, a supplementary health plan must fully cover these baskets. For insurers, it changed the structure of benefits by shifting part of the cost to them, with a rise in hearing aid volumes in particular, and it weighed on premiums. It shows how the mandatory scheme and supplementary cover share the same risk through regulation rather than through the contract.
Launched by the 2019 social security financing act, the reform came into force in stages: first eyewear and dental baskets on January 1, 2020, then full cover of all three baskets, including hearing aids, on January 1, 2021.
